How much does a penetration test cost in the UAE?

What sets the price of a penetration test in the UAE: scope, depth, environment, regulator requirements and retesting, and how Cyphlon quotes per scope.

By Zeeshan Sultan, CEO of Cyphlon ·

It depends on what is tested and how deeply, which is why Cyphlon quotes each test after a scoping call rather than from a price list. Two tests that are both called a “web application pentest” can differ a great deal in effort: one covers a brochure site with a contact form, the other a banking portal with six user roles and a public API.

This guide explains what moves the price, so you can compare quotes on what they actually cover.

What drives the cost of a pentest?

Effort drives cost, and effort comes from five things.

Scope

The number of applications, API endpoints, user roles, cloud accounts or IP addresses in the test. An application with an admin role, a customer role and a partner API is three sets of permissions to check against each other, not one.

Depth

A black-box test starts with nothing but a URL. A grey-box test adds accounts for each role, and a white-box test adds source code or architecture documents. More access usually means more findings per day of testing, but also more to review.

Type of environment

Web applications, mobile apps, internal networks, cloud accounts, wireless networks and operational technology each need different skills and tools. OT testing also has to be scheduled around operations, which stretches the calendar.

How it is tested

Automated scanning is fast and finds known patterns. Manual testing finds what scanners cannot judge, such as one customer reading another customer’s data, and takes engineer time. Ask any provider how much of the test is manual.

Reporting and retesting

A report written for an auditor or regulator takes more work than a list of findings. A retest after you fix the issues is a second piece of work, so check whether a quote includes it.

Does UAE regulation change the price?

It can, because some regulators set conditions on who tests and what the report contains. The ones that come up most often:

  • Dubai government entities work under the Dubai Electronic Security Center’s Information Security Regulation (ISR).
  • Federal government and critical-sector entities work under the UAE Information Assurance Regulation.
  • Financial firms answer to their regulator: the Central Bank of the UAE for licensed financial institutions, the DFSA for firms in the DIFC, and the FSRA for firms in ADGM.
  • Virtual asset service providers licensed in Dubai follow VARA’s rulebooks, including its technology and information security requirements. Check what your licence asks for before scoping.
  • Healthcare organisations follow the Dubai Health Authority’s requirements in Dubai and ADHICS in Abu Dhabi.

Some regulators require an approved or accredited provider. Check your requirement; we will tell you at scoping if we are not eligible.

Personal data rules apply on top of these: the UAE PDPL (Federal Decree-Law No. 45 of 2021) and, for firms in the DIFC, the DIFC Data Protection Law 2020.

How do you compare two pentest quotes?

Compare them line by line on scope, not on the total. For each quote, check:

  1. Which applications, endpoints, roles and environments are listed by name
  2. Whether testing is manual, automated or both, and in what proportion
  3. Whether you get a proof of concept and a fix for each finding
  4. Whether a retest is included
  5. Whether the report is written for the reader you need it for, such as an auditor, a regulator or an enterprise customer

A lower quote that leaves out roles, endpoints or the retest is usually a smaller test, not a cheaper one.

How does Cyphlon price a penetration test?

We quote per scope. After a scoping call with the engineers who would do the work, you receive a written proposal with the scope, approach, deliverables and a firm quote. Any change in scope is agreed with you in writing before it is billed.

Our compliance pentest combines agentic testing for breadth with manual exploitation by our engineers, a report written for auditors and buyers, and a retest of the findings you fix. If you test on a schedule rather than once, see recurring and continuous pentesting, or read about penetration testing in Dubai.
